I would probably say all UFA's can only be signed after draft is completed.
However, GM's can send offers to you for the pending UFA's they want to retain. When UFA starts compare those offers to what other teams are offering and make a call on who signs where.

I have issues with Grans skating and decision making. But Topi I like a lot, only thing missing is size.
