One thing people forget about is the number of games teams like Tampa Bay and Vegas have had to play with less than 18 skaters because of their LTIR situations.
I vividly recall a game in Los Angeles where the Bolts dressed four defensemen and beat the Kings. Victor Hedman had a colossal performance.
Anyway, those teams are penalized, it is not a case where they just benefit. The question that needs to be asked is whether the punishment is enough to match the reward?
