Can't go into camp with more vets than needed to ice a team and expect these young guys to just outplay them in camp and take their jobs, it's unrealistic unless you're talking about elite level talent. Coaching staffs are always going to lean towards said vets for the final roster if you provide them to opportunity to do it. When it's a young players time, you shoe horn them in, you play them and you let them sink or swim in real life situations.
