I think he put the phrase backwards to convey exactly what you inferred: He doesn't trust Petey. He thinks that when things get tough, Petey checks out.

meaning the tough ones roll up their sleeves and get down to brass tacks and all sorts of other expressions that millenials don't have an effin clue about

I know the expression. I thought he put it backwards to ironically suggest the opposite for Petterson: when the going gets tough, he looks for the exit sign.
 
Some of the team being mad Miller traded doesn't surprise me. Hockey players are dumb and don't know what's good for them.

Well, on the topic of generations, was he referring to the Boomer/Gen X definition of "safe" or the Gen Z version of "safe"?
