he isnt the GM ... why not reference Aquillini since he is the owner and also have approval of all trades.

No but he is involved day to day and he basically said on the last canucks broadcast they were actively looking to improve the team. That and Alvin is his protégé and also believes in making significant moves early in the season rather than waiting to closer to the deadline.
