With how bad the Canes are right now I just don't see how they aren't in a top-7 slot pre-lottery.

Top 7, I agree. Unless we luck out in the lottery though, I think will fall into our "normal" spot of the 5-8 range....where we've been 5 of the last 7 years.

I didn't realize they got the same odds the 3rd worst team, I thought they took the 3rd position and the actual third worst became the fourth worst. Where did they take the odds to make them the third if they are equal?

Picks 1-3 are all subject to the Draft lottery where all non-playoff teams have a chance to move up.

For the #1 pick the odds are currently:

COL - 17.9%
ARI - 12.1%
VGS - 10.3%
CAR - 10.3%

So the Canes/Vegas have essentially the same chance at #1 as the Coyotes while the Avalanche have a slightly better chance.

Could conceivably play in the NHL and effectiveness/best development strategy are two different things. I think everyone in this Draft would benefit from another year or two in juniors. That said, I think Hischier could probably play in the NHL next year.
