That's what the ref said but I can't find any "inconclusive" decision in the rulebook. Challenge is either successful or unsuccessful and the latter results in a penalty.

Finland already won on that situation by getting the goal but also this was once again typical IIHF reffing where they make up rules/interpretation on the fly.

Fair enough.

Yeah even if Grieg doesn't become a solid NHL producer I think he's got a lot of potential to be a solid middle 6 defensive minded center who can PK well.
