Pretty sure that is how it works regardless of their being from the CHL or Europe. I believe the important part is whether the team signed them at what the CBA considers to be "18" in their draft year, which allows the contract to slide twice to 20.

I haven't cracked open the CBA in a while so I might be missing something as I go off of memory.
 
The interesting thing with a European player is that there is no age restriction on them like with CHL prospects as the CHL-AHL agreement doesn't apply.

So you could technically bring them in at 18, play them in the AHL until 20, and slide their three-year ELC so that it doesn't end until they're 23. You get 5 years to develop them in the AHL the way you want to.

Granted a lot of the European leagues don't want that, but when you've got a kid like Alexander Degrachev getting 10 minutes or less of ice time per game I don't see how that helps either the team or the player. Some of it is politics driven by European club owners, I'm sure, but it's dumb.

I know it seems like too high of a benchmark but with his talents.. I fully expect 20+g, 20+a.. he should be no less than a 45pt year player.. but then again he could see time with Kopitar and see a point increase or hopefully he helps revitalize Carts... either way, I’m excited!!

I have high hopes for him as well. Agree with your post . Been waiting for him to come over ever since he first signed and had to have his contract voided .
