I don't believe that's what it is, In fact, the NHL had much better "plausible deniability" when there was only one ref on the ice to manage the game. Game management has always been a thing, the 70's and 80's were the wild west in the NHL but with only one ref on the ice the NHL could always use the excuse of "one man can't see everything going on out there". With two refs, one in the play and one behind it, they can't use that excuse anymore and fans have noticed how truly crooked the NHL officiating is when there are eyes on everything now.

It's not a question of competency with the refs, it's mandate. the league tells the refs how they want the games officiated to create the most "excitement" and maintain Bettmans wet dream of league parity, and those refs are, in the NHL's eyes, knocking it out of the park.

Gary Bettmans job is not to protect the integrity of the game, it's to make money for the owners, plain and simple, he does not give two squirrely poo's about the game, the players, or anything else that does not directly involve making the most money he can for the owners. It's a business and he's there to make money, the reffing will never improve until the owners start to not care about profits, which will obviously never happen.,
The switch to two referees was to reduce or eliminate the accountability of the officials on ice performance. Under the one man system that referee was completely in charge of the game. I’m not going to try and suggest the referees were as big of a star as the players were but fans knew who all these guys were, how they officiated games and what there biases were. Going to two referees where the command of the game was taken away from one individual and then, not long after removing their names from their sweaters allowed these guys to basically call games in anonymity making it much easier to manage games. Only a hard core fan is going to bother learning those guys numbers and knowing exactly who they are, most won’t bother.
 
I just wanna say something about McDavid, because a lot of dorks who never watch the greatest player alive have no idea wtf they’re talking about.

Yeah, he got away with a lightning fast elbow. Good. Do it again. IDGAF. He’s been in the league 10 years, we’ve seen well over a thousand non calls on him by now, maybe 2,000. Dozens of dangerous attempts to injure. We just had McDavid and Drai slewfooted in back to back games.

Refs don’t do their jobs, goons are dead. It’s up to the stars to police and bully the opposition back. Don’t like it? ENFORCE THE RULES. PROTECT THE SUPERSTARS.
