All high school age kids have a NTC as well so they can be traded but have the right to decline a trade. This has been an issue lately with some of the trades not coming to fruition.The only 08s that can be traded are first rounders.

I think that must've changed since Niagara traded Eliasson before the season when they just drafted him in the summer, unless there's a window like there is for defected 1sts.Also first year imports could not be traded until after Christmas

There were as many as four teams in the mix to some extent. Brampton had a deal in place but obviously hit a stumbling block that seems to have derailed things. Oshawa was long rumored to be heavily interested but with them reportedly getting Gibson would very likely be out of the mix. Windsor has certainly been heavily mentioned as well and Brantford has interest to some extent. Peterborough and Sarnia don't really have any graduating pieces that they need to sell. Guelph perhaps already made their moves. Owen Sound's trade chip is an OA.
Ottawa, the Soo, and North Bay hold all of the cards and they're probably waiting for desperate offers. I think we'll see high prices this year.
That's just semantics I guess, but I certainly wouldn't call Niagara a seller.I wouldn’t say 13 are buying. Some of those teams are status quo. For example, I don’t think Niagara will buy. They may tinker a bit. I think some other teams have already done mostly what they are going to do. London is an example and if Parker Vaughn won't waive his NTC, Barrie is mostly done.
But, I think you are correct that it seems Ottawa, SSM, and NB are holding most of the cards and are waiting it out to see what transpires. OS will move K.Smith. Guelph may move Luchanko. Sarnia may look to move Young and Wainright but both look to be OA candidates so who knows?

It's certainly more buyers than I expected either way. I believe that Brantford has already made a big move that hasn't been announced. Sudbury looks like they are making a run with Musty. Kitchener's GM has somewhat committed to buying. Brampton has made moves already. Flint is rumoured to be making calls about additions.
I could have seen any of those teams going the other way and moving out some vets, but it looks like the pieces available will be very limited.
