Ehhhhh. Kinda. I've seen a lot of players in the NHL doing that nowadays. They have the puck, drop it and then run straight into a D-man. It's definitely a grey area pick.

That wasn't a penalty on MacKinnon because he doesn't change his lane whatsoever, and Clifton stops and tries skating right into him.

MacKinnon has a right to that ice, thus it's not interference. There's a reason referees don't call that when a player stops moving his feet and doesn't change his lane.
