Possibly population-wise in maybe a decade due to Californians headed to Texas, but there's no clear path for Texas to overtake California economically; the odds are still against them there. But they can easily support another hockey team, which I agree with you on.Yeah Texas should have two teams. California has 3 and Texas will supersede them economically in a few years, making it the number 1 state.
Plus it will be a hotspot for players. Low taxes, lower property values, in the middle of the country so it’s easy to travel. The list goes on and on.

Do both Atlanta and Quebec City, and put Atlanta in the Metro. Carolina and Washington are already part of the division so it's not that big of a stretch.My major issue with expansion is that you basically have to go from 32 teams to 36 teams to have it make sense. I think the current division setup makes both 32 and 36 make sense, but I don't really want another 4 expansion teams.
Houston makes a lot of sense as another team to add, but you'll need 3 more too. Atlanta is always talked about as an option and I think the NHL wants to go back to Phoenix with better owners. Quebec City is always talked about too but I don't think the market is there. I'd probably argue:
-Central: Houston/Austin
-West: Phoenix
-East: Atlanta or Quebec City
All make sense, but what team are you adding to the Metro there?

I have to admit, I kind of feel bad for Canadians as well, as they are due another franchise that is not just a replacement for ones lost (even though the next one would essentially be replacing Quebec). Kind of ridiculous at this point.
