Crosby, Forsberg, Jagr, Ovechkin, Pronger and Sakic are all good choices, but this time period lines up nicely with Lidstrom's prime.

A few of those players were probably better than Lidstrom on a per-game basis, but this timeframe captures all seven of his Norris trophies, his Conn Smythe, and 950+ games as a top two-way player.

(EDIT - to echo what a few others have asked - what's the question here? I interpreted it to be "best non-goalie". If the question is which player has the best skating ability, it's probably Niedermayer).

Niedermayer was the best pure skater in the game for a decent length of time.

Would have picked Crosby, but I misread and thought this was skating ability only. Selanne was my pick with that in mind, such a smooth skater who deserved the nickname Finnish Flash.

Lidstrom is more often like a top 15 and his whole career isn’t in this time frame. Don’t think he was ever the best player in the world during this time either.
