I still don't see why the fourth part of the rule wouldn't apply here
However, if someone is going to tell me that even if Jose didn't grab the leg that there would be a chance he was out because he didn't stay on the bag that is ridiculous. That part of the rule is pretty clear defined to prevent players from blowing up defenders who are behind the bag and vulnerable at the time of the throw. If no one is there Jose should be able to slide as far as he wants.
I figured that part would be there to prevent a player from coming in sliding 20 mph going 10 feet past the base potentially creating a violent collision. Basically to avoid injury
However Jose was within reach of the base at the conclusion of his slide, which is IMO the purpose of the rule, a normal slide, he could have touched the base, but he was out so it's not really logical that he should be required to, as long as he can, thus slowing him down to prevent the volent collision
as for the 4th part of the rule. It appeared to me he was on the left side of the base for his entire slide. He might have turned a little upon contacted the base, whether that's from him trying to break up the throw or plain physics having the body turn when the base impeded his body I don't know.
The only part that clearly moved in my books was his hand, and I'll concede that he stuck it out for that purpose. But I think that minimal contact should be allowed.
He broke rule 3 and I don't agree with it that rule forcing the player to actually stay on the base when he's already out, but I don't make the rules so whatever. I have to live with it.
