This seems like an out of court settlement, or at least between the 2 parties, with non-legal repercussions. Panarin wasn't found guilty through law. The settlement was on the allegation. True, half true, or not, I don't know. I'm not sure if the league can step in since there was no law enforcement involved. It was an independent investigation, which the League was fully aware about.
