He's got a lot of history with STL, so, maybe that was part of it

Coaches want to be comfortable these days
He was assistant to Berube (2 seasons) and he signed with the Blues as an undrafted free agent out of College as a player, he has deep ties to the Blues. That still doesn't mean he wouldn't have taken the Penguins job if the Penguins fired Sullivan.

It just means the Penguins f***ed up royally in two ways.

1. Blues were always looking to fire Bannister if a better coach became available, that was clear. So it could have easily been Mike Sullivan they fire Bannister for.
2. Penguins will never find a coach of that caliber readily available ever again because of their ignorant ties to Sullivan.

Also, it's clear not a lot of GM's think that highly of Jay Woodcroft.

Ottawa has way too much talent to be this f***ing bad year after year. What a weird team.
How do you tell your Captain that hey we're gonna be a contender now that we have good ownership and we want to make this work. Then turn around and trade for a Ullmark only to also trade Chychrun for a shitty return before the season even started and not even use him to get in a good position during the season and then move him for a better haul at the TDL or maybe he even wants to stay by then.

What a f***ing fail by Staios. He royally f***ed that whole thing up.

To trade a top pairing Defenseman for....Nick Jensen and a 3rd round pick? That should get a GM fired the next day.

Hamonic also flat out sucks and then they add a loser like Cousins, what a terrible off season by Staios, he wanted to turn them into a contender and then did some very bizarre trade to lose a top defenseman and filled it with shitty depth.
