Cap dumps have been common the last few years. I think you'd have to really stretch it to "putting the screws to Canadian teams". It's more an extremely cheap owner trying all the tricks he can to hit the floor but spend as little actual money as possible.

Ottawa in full tank mode so why not spend as little as possible. The challenge of coarse is their brand is total shit with players. Every meaningful asset has elected to walk in the last two seasons. Thomas Chabot is now the face of the franchise by default. Why would he sign for a day over 5 years now in this new NHL? Not sure how they turn their reputation around with this owner?
