I think it would be awesome. Québécois players are proud of where they come from (no one from Quebec would ever dispute the fact that Quebec is a nation, distinct from Canada, in fact I think the whole argument is silly. It just is and it's obvious if you know anything about Canadian history). They would play with much more passion than team Canada, as Canada has no real nationalist fiber and is always the favorite to win, while Quebec would stand as a hungry underdog.
Quebec hockey has obviously seen better days, and the roster would consequently suck, but it would still be nice to add a team to a pretty thin pool of serious competitors.
However, it will never happen for political reasons. It's an existential political issue that Canada should never acknowledge, let alone encourage, the existence of the "two solitudes" within itself, which is to say the unhappy marriage of two different cultures that do not like each other very much.
