I couldn't find any concrete "no" yet. But assumed no news and the roster freeze taking place means it can't happen.

Khabby is up with his Safin replacement and then it's first come first serve. However I would like you to post official confirmation that you player isn't playing as you pick. If there's no confirmation for say someone like Chytil or Vaakanainen, that may have to wait until official rosters are submitted without a free slot to know for sure if they aren't coming.

If uncertainty is there, and official rosters are released and there is a free slot left available, at that point in time I will allow conditional picks meaning you pick a player, and they only get put on your team if your initial pick never shows up(and you get full points from them). If they do then your replacement obviously doesn't count, even if your initial pick shows up well into the tournament.
