I think netting and hand pass calls shouldn't be penalized. It's the 2nd tier reviews added in last year. Coaches aren't going to abuse this like offside and GI

It shouldn’t just be a penalty to begin with. Give the coach a timeout and at least one challenge. If the coach challenges with a timeout and wins, he keeps his timeout and can challenge again. If he loses, he loses his timeout and can’t challenge again. If the timeout was already used, he gets one challenge and if he loses, he gets penalized and can’t challenge again.
