It is safe to say that over the last 10 years the eastern conference has been the best conference over all no matter how many SCs have been won. Right now 5 of the top 6 teams in the NHL are from the west. Has the power in the NHL moved from the east to west? Right now, I would say this is the case.
 
The east typical best teams have declined, and the bottom teams have improved.

Teams that have been good that have taken a hit:

Florida - back to back cup finals means less recovery. Also lost a few players.
New York Rangers - players having bad years or maybe they are not as good as advertised.
Boston - krejci and beefy gone, the decline is real. Overpaying ufa’s and a goalie.
Tampa - lost all their Stanley cup winning depth. Made a pivot last summer that helped. Good team but likely cup glory days are over.
New Jersey - a young talented team that needs more lessons to become successful in the playoffs.
Carolina - a well coached team with well coached players. Offensive depth and goaltending are what always make Carolina a bridesmade then a bride
Toronto - square peg meets round hole. Core 4 lack the intensity and determination needed for playoff hockey. M.Reilly as your #1 d man is not winning you a cup.
Washington - a surprise team but everyone waiting for midnight to strike on this Cinderella
 
The Leafs wouldn’t make the playoffs in the West.
