If a team is in the Stanley Cup playoffs, what happens roster wise? They expand. Teams add dozens of players within their organization to be eligible for the playoffs. Why on Earth is that OK and it isn't here? Every country should have access to their entire talent pool to be called upon whenever same as an NHL team can do in the playoffs.

The rule does not state that a team, when dropping below the roster size threshold, has to add a replacement before the game. The NHL is changing the rules on the fly, not to benefit one team or the other, but because they're incompetent and didn't let the teams have the 2 extra skater roster spots they all wanted.
The reality is Canada has one more player on their roster than the US. The US has to lose multiple defenseman for multiple games in order to get one replacement, whereas Canada only needed to lose multiple defenseman for 1 game to get to expand their roster size. That's why the rules are inconsistent.

I think we're all in agreement that there should have been more than 13F/7D allowed and it would have prevented a lot of this uncertainty. Canada could have had Harley and another forward and the US could have had another F and D and this wouldn't even be a conversation.
