This whole tournament screams last minute planning. For such a large business I am surprised they don't plan further ahead to ensure all possible scenarios are accounted for.
 
They allowed national teams 23 players, like NHL team.



They've got their guy. Heading to Boston (available for 3rd round robin game if injury happens).
 


Friedman suggests that country gm should be independent. You don't want team x's medical staff keeping players going and having to tell team y their guy is injured (and team y's gm is country v's gm).

The conflict of interests will always be there as long as it is the NHL running things.
