Not only did Harkins get elbowed with no retribution, Johnston was literally right there and did nothing. And obviously him being on the ice didn't "deter" anyone from laying the hit in the first place. So as most have said, and has been proven time and time again, "enforcers" especially terrible ones are completely useless and have no business in the lineup.
