I think I've dropped then picked Carrier up like 4 times lol. I've seen some one do that with Romanov.

Some of it is minor stuff to pick up a few extra points (or more) in a given night. Like I have a lot of guys with no games tonight, and with Buchnevich on IR+, I can afford to have one spot where I just pick up a guy to stream, and then drop him the next day or a couple days later for another streamer if I need to. I probably picked up 20 points last week with that streaming spot--I scored well over 300 and didn't need it but still.
