So I am going to being moving to Austin in a few months, can I still watch (albeit with the performance maybe I wouldn't want to) via Victory+ out of local area?

The Ducks will play the Stars two more times this season: Feb 4th and March 18th. You can watch them on Victory+ since it's free broadcast for the Texas region b/c Dallas is part of Victory+.
