I think with Bieber, we shouldn't look at him as a Cy Young caliber pitcher. Just because he won one in a COVID shortened season, doesn't mean we should view him as a legit ace. He is probably more like a #2 or #3. And that's ok.
The question with him is whatever he has fully recovered. He has a career WHIP of 1.111, career FIP of 3.15 and career ERA+ of 132 which is very good. This is obviously not Skubal or Misiorowski good but it's still well above average.
 
Fwiw Hoffman has been much better in the 6-7 innings. Since May 18 he’s had one blowup (that Baltimore debacle in the 9th) and has otherwise fared extremely well. For the month of June he’s given up 1 run over 8 appearances.
The only time he has pitched badly lately is i think that game in the 9th inning which support the idea that he should not pitch past the 8th inning if possible.

2019-2021 Bieber *was* that good - it wasn't just a short season. He was one of the 2-3 most dominant starters in MLB and could legit have had 300K seasons if things had played out a bit differently.

At age 31 coming off multiple injury issues, he's at best a mid-rotation arm who gets by on control and knowing how to pitch.
 
I think it's his last inning

I could see them trying to see if they can get 10-15 pitches out of him for a quick 4th, but I also wouldn't be surprised if they give him the hook just because he's basically walked a tightrope all game.

Comparatively Cease started out with the big pitch count but has settled down to the point that he could make it through 4 while just barely getting into the 70s
