Agreed 100% but that's in an average draft. I've read and heard many draft analysts note that this draft really falls off after the first 10-12 picks and teams were more willing to trade 1sts this year. On the other hand, in an average draft class Ravensbergen might not be ranked in the top 30 or even in the 1st round.
Anyhow this has been belaboured to death. My point was that in a weak draft with two picks at 16 and 17, this wouldn't be the worst year to use a pick to take a flier if (and only if) Habs happened to have a goalie in mind they really love or even trade down with one of those picks if they thought that goalie might still be there. They could also take a flier on a skater who isn't in that 12-24 range on most lists if they think someone else will have more value in 5 years. The likeliest scenario is that they trade at least one of those picks to get a roster player.
