If it got us Dobson, I might be okay with that. Unfortunately, I'm not in love with the 10-12 picks in this draft. I like Martone, Desnoyers, Frondell, Hagens, Mrtka, Smith, and Eklund (but we already have lots of small forwards) but don't love McQueen (gunshy on his back) or O'Brien, in the ten spot.him to be bought out and sign for the league min for 1 year

Ya I read the rule, to look for that, didn’t say that specifically, so I’m not sure, but I could see that being the case.I think the interpretation of the rule is that retaining your spot doesn't constitute a win.

If one of those two teams wins and then trades the pick are they eligible to win next year or are they ineligible since they won even though they didn't make the pick?

That just says if your team has gotten a lottery ball twice in last 5 years, you can’t get another one, which everyone already knows.
If the lottery ball gives you second, the rule isn’t clear, if you were in second last in standings if that’s counts, as it’s still a lottery win.
