Here's the confirmation from the Jays side that Soto won't require balancing completelySoto is like Ohtani. Paying him huge money means that our payroll likely goes up by a bit (not his contract, but still up).
If Toronto signs Soto, then either Bo moves to clear up 12M and then the Jays keep a similar number to pre-Soto to potentially spend or they non-tender Romano, move some depth for arms and shop a little lower (ie spend 10-20 instead of 20-30).
It should be noted that while they are calling it "special allocation", the Jays were looking at ways to drop one of their bigger contracts to take on Shohei (so it is not unreasonable to think that if they sign Soto, they find a way to lose some expected money to keep their flexibility in this market).If they are going to wait to see if the market breaks their way instead of being aggressive, they aren't going to win a bidding war against NYY/NYM/LAD that way, even if they are willing to go over budget to sign him.

Soto and Judge are right there with David Ortiz and Manny Ramirez as far as elite AL East duos go, but Ramirez and Ortiz did it year after year after year. The Yankees have to sign Soto to a long-term deal before they reach Manny-Ortiz legendary status—they definitely have the potential to equal or eclipse that duo if they lock in Soto though.
