Well the Bills will have 2 or 3 losses and the Patriots will have 7 or 8 losses, so theoretically the Bills could lose out and New England could win out.

I should add that i think it depends on the situation. The Chiefs kicking the extra point there and the Buccaneers doing it aren't the same.
That loss could easily be the difference between playoffs and no playoffs for Tampa. You're 4-4 and up against an elite qb and defense on the road. Ride that wave of momentum and go for 2. I'm sure their odds of winning decreased once it reached overtime anyway.
