I think he has a trade or something lined up. If his goal is go hard for another cup, no way he's holding on to the 2 2nd round picks next year and keeping like $3M in capspace when the season starts.

Get Cgy to retain 1.5M, give them Howard + 1st 2026.
Supposing the cap raises to 92M next season, we'll have all the cap space needed to re-sign him and take care of the rest.
