I asked in GDT but does that mean we will get additional year holding his rights if he goes to NCAA for 25-26?

Could be good for Hawks on that front if case

Come on. Most post-2nd round draft picks or high school players head to or back to their development leages before enrolling in the NCAA. There are exceptions but it's the norm.
Both BCHLers.. Hoyt and Suniev were 3rd/4ths and played NCAA following year.

He could play in NCAA next year if he wanted to play for a lesser team, but with BU, it'd be hard to get ice time and it's better for both sides to take another year of Juniors. There's really no rush. If anything, too many kids that get drafted in the middle rounds are too eager to get to NCAA right away, when the norm across NCAA is to wait until 19 or 20 before entering for the vast majority of players. Recall that Rinzel played in the USHL in his D+1 and only entered Minnesota in his D+2. It's not a race.

Too good for the BCHL, but not quite good enough for BU at this point?
I don't think you can join a college team mid year no matter how good you are. Scholarship situations can be complicated.

I wonder what the reasoning behind that is.
Could be related to the shuffle of players due to the new CHL/NCAA agreement. A lot of players are expected to swap leagues, especially USHL to OHL
