There's definitely a lot of speculation that goes into this, largely because Bettman does not believe in roster transparency/that fans aren't interested in this stuff, but...



Ottawa did not list Jarventie on their roster day, but they also did not list him as re-assigned, so he's probably non-roster for precautionary reasons and SOIRd to gain cap-relief



Without going through the whole list, I believe most of those guys did not play NHL games last year so would not qualify for SOIR



Not sure of Stastney's situation either, but PuckPedia has him listed as both Non-Roster (Personal) and SOIR. If that personal is health related (ie. disability or mental heath not necessarily injury) maybe that could account?
