I like your criteria a lot. It should be standardized for these rankings.Quick and dirty 15 minute tier list. Guys in the same tier I value as being in roughly the same ballpark. Obviously, some may rise or fall based on future performances.
Things I weigh, in order of most important to least important:
1.) Top end skill
2.) Consistent improvement/upward trajectory
3.) Likelihood of being an NHL regular
4.) Remaining development time/rawness
5.) Pedigree (ie, program, family, awards, etc)
6.) Age
Things I don't weigh:
-How we acquired the player
-The position they play
-Capital/assets spent on that player

I think this tier system is pretty spot on although I might swap some guys between some tiers. Whole heartedly agree with the top two tiers.Quick and dirty 15 minute tier list. I’d move Clarke up a tier. There’s guys in that B tier list that I can see not making the year to year progression he has.My ATS rankings, then:

I feel like it's too early to put Barabosha in B tier and I feel I didn't make enough attention to Orlov, because he is much more interesting and potentially strong prospect than people understand. Its nothing surprising for me, its not the first time, I'm more surprised that a lot of people didn't give enough credits to Bardakov, I was thinking I made a lot for it. Im happy you do.For me, this season will be huge for Clarke to put up or shut up. I think he needs to show more than he has - I have him a significant level below Foote and Holtz in readiness and I'm not super convinced about either of them sticking either.
It's potential - Barabosha looks like he has the skill and top end potential, though very young.
