His ceiling in terms of NHL impact is much higher than Beck's and I'm not sure why he would have more risk than other prospects.

I would have him at #3 but i can understand Mailloux since hes ceilling is very high

I dont see how this is close.

You said it, some see Engstrom as a 1D and Beck as a 2B or worse. hence they voted for Engstrom.

Some see Engstrom as probably a 3rd pair D, and slightly perhaps more, or even a potential bust, while Beck as a 2B that will be a warrior in the playoffs, and who has a higher probability of being quality NHLer. Hence they voted for Beck.

Voted Engstrom based on potential of being a top 4d. Can’t go wrong with Beck either though, like his chances of being a very good 2way #3 c for a decade for us. Add Dobes

These are two of my favorite Habs prospects. Hardworking, unassuming young players who both have the NHL in their crosshairs. I'm glad the poll is close as a testament to their potential and the Canadiens will ultimately be the beneficiaries of their continuing growth.
