From what I understand, a player just needs a passport to be eligible. Then a national team can only line up one naturalised player (citizenship gained after 16th birthday, before he'll be considered a local player) per game.FIBA must be less strict in that regard.

Those are high-profile players you are listing but the French league is full of Quebecoise that would potentially be useful to the French NT. Case in point, 6/10 top scorers in the French league are Quebec-born and 3 of those have played in France for 6 years already. I assume the question was aimed at those guys who wouldn't have to do anything out of their way at all to represent France.But canadien kids from Quebec would have to play 2 years in France first and i assume @WarriorofTime meant players like Vincent Desharnais, Simon Benoît, Nicolas Aubé-Kubel, Nicolas Deslauriers, Alex Belzile, Mathieu Olivier etc...
