Mexico definitely seems to be a surprise for promotion. They haven't played above Division III since 2012, and their best place since then has been third place the past two years, so good on them for earning promotion. Israel has also done well considering the only other time they've played in a World Junior tournament none of the current players were born (1997). Interesting to see how the rest of the teams play out though, who gets a medal and so forth, and good to see that there should be some competitive matches still to play, which can be an issue at this level sometimes.
