you can give that penalty shot to anyone on the ice at the time, PDB should have put kovy out.

That's only for indirect penalties like covering the puck with your glove in the crease.

They should give you the option to decline the penalty shot and take another two minute minor lol...I would have liked our chances better with a 5-on-3 than Bernier on a breakaway.

Only if it's a play such as knocking the net off intentionally with less than 2 minutes left in regulation, or in OT, or the puck is covered in the crease by other than the goalie, or if a team takes a penalty while already down 2 men with less than 2 minutes left in regulation, or in OT.

The only time it's not is when it's a foul that's not on a specific player

Like throwing the stick and covering the puck up in the crease.
