I'm not sure I'd classify having the correct number of officials to finish a game as being a 'waste' but to each their own.
It's interesting that no league in Australia makes as much money as the NHL, yet they all manage to have extra officials for games...

Their officials also presumably make significantly less money so it’s less expensive to keep extras on hand.

This isn’t an nhl only thing. MLB doesn’t keep extra umps for each game if one gets hurt they drop to 3 the rest of the game.
