They should change the rules, make things more interesting: Refs call NOTHING on the ice. It is up to the coaches to "call" the penalties and offside, icing, etc between whistles, then Refs review. The timekeeper will have to be a theoretical physicist to keep track of everything they have to run back. But it might get some more eyeballs on the TV.
