Nope.The ref training course (USA Hockey) I took spent a LOT of time explaining when the blue line is part of the NZ and when its part of the D zone.

There is no white showing behind the Jet's puck carrying stick. That means that the puck is on the blue line. In that instance the blue line is part of the NZ.

It's elementary.
