Any list without Southland automatically fails.
Southland, The Wire and The Shield are probably the top 3 in no order.
There are a bunch of other good ones but i’d have to think about it.
Another good cop show from the 8os was Wiseguy. Do you remember that one? Ken Wahl was an undercover FBI agent.. and Mike (from Breaking Bad) was his handler..The Wire

I haven't watched it since it originally aired in the 80s, so I'm not sure how well it holds up, but Hill Street Blues was considered the best drama series on TV in the 80s. At the time most drama series were single episode plots with small casts. HSB was a large ensemble that had a lot of layers and subplots that progressed throughout the seasons.

Gonna skip cop stuff since it's well covered and just focus on one of my favorite types of shows -- fun (usually), comforting detective stuff (usually British).
The David Suchet Poirots, obviously.
The Cumberbatch Sherlocks started to loose their steam, but I really loved the first few seasons.
