IN THEORY: If anyone after Winnipeg put in an (unsuccessful) claim, he will require waivers for WPG to send him down. (Though, in this case there is no one after WPG in waiver priority, meaning everyone else did pass)

There is no time period requirement or reprieve. That only comes after a player clears waivers.

If this was a temporary assignment meant to bypass the waiver system it would be called a "conditioning" loan/stint, but I can't imagine Kahkonen would qualify for one at this point

Yes, Colorado used a conditioning assignment on him because he was inactive waiting for visa paperwork to be done, meaning he couldn't play or practice with the team, so once that cleared, he got a stint in the AHL, bypassing waivers, to get some icetime in.The Avs did the loan him to the AHL already.
His career is not done, he can still be great in the NHLI once thought he was the next great finish goalie. Shows you how little I know
