WJC was cancelled but olympics in China is procceding despite the strict covid rules

When i watched these olympics, it struck me:

Why was one positive covid test enough for forfeit in wjc when it is apparenlty ok in olympics, in china?

The IIHF hockey tournament is. Some teams had covid but didnt need to forfeit the match.

Isnt there freedom protest in canada now? The strict rules in canada was the reason wjc was cancelled.

So basically china > canada?

If you look at a graph of COVID cases, you'll notice that not only were the cases in North America rapidly increasing when the tournament would have started, but the slope was still increasing. The Olympics started well after the case load had peaked.
