Why doesn't the NHL allow three digit jersey numbers?

I was thinking - a player like Connor McDavid, someone who could be greater than Gretzky (if McDavid had played in the '80s), could deserve to wear higher than #99 which is #100 (he also signed a 100-million contract). But honestly, why doesn't the NHL allow three digit jersey numbers?

Think about it, 100 years from now we will need it because of the jersey retirements that happen yearly.
