Why aren't 16 year olds eligible for the CHL import draft?

Just read only 17, 18 and 19-year-olds are eligible for this draft.

I'm only guessing here but...
1. not that many would be able to play
2. the ones that can would likely be well supported by their national program and not necessarly attracted by CHL
3. It's a year earlier away from family in another country
4. school not likely finished and having to finish highschool in an another country with language issues etc it gets complicated
