What movie is this?

Probably from the late 90s.

Michigan kid moves to Canada (to his father?). He is into track and field.

He quickly gets new friends. His half- or stepbrother from Michigan comes over for a visit. Remarks on all candybars with odd names.

They go to a concert (Perhaps Lightfoot?) and his half/stepbrother rapes his canadian friend.

I can't find anything on this movie and I am pretty sure I did not make it up.
