while it looks like it is for hockey--it is meant for Concerts
Every single arena built these days is a multi-purpose venue.

The project was unveiled by the owner of Dynamo Pardubice. If the project goes through, this will be their home. They will be the main tenant.

In what world can this not be considered a hockey arena?

Not true.

It should be second biggest hockey arena in Europe after SKA Arena. Maximal attendance for Gagarin Cup playoff game at SKA Arena has been 23 996 fans.

Listed capacity for hockey at SKA Arena is 21,542, this new building will have a capacity of 22,296 for hockey. It's possible that the new arena will also accommodate "extra" spectators beyond the official capacity, much like SKA Arena.
