Well, "legal hits" wouldn't usually be characterized as "taking liberties". There's nothing scary about legal hits. Most if not all players just play normally, and their biggest concern in terms of things to look out for are high skilled players that can make you pay on the scoreboard, not somebody who lays hits. They know how to take hits. They do it all the time.
Physicality is not outlawed or worthless, but even in this theoretical world where a physical player coming towards a player forces them into a quicker decision, that would just make it one of many attributes that do the same thing. If somebody is really fast, it would do the same thing. If somebody is really good at stickwork and can steal the puck from you when they get close, it would be the same thing. If somebody has a high hockey IQ and can anticipate and close off lanes, it would be the same thing. Etc. And yet only one attribute is held up as more important than the others, when it's just another possible tool for an objective with multiple paths.
